Q.  The quantity for the Heritage Month issue featuring traditional musical instruments was announced to be 101,000 in miniature sheets of 16, thus producing 6,312.50 MS/16.  It looks like there is unaccounted for, two se-tenant B/4, unless the printers, Amstar, deliberately removed these two blocks before delivery.  What did Amstar do with these two blocks? 

A.  We have no answer to this.

Q.  Based on the list of new postal rates – there is no P15 rate for any of the services by Phlpost and yet they continue to issue stamps with P15 denominations.  Inter-Air rate is P17, mailers need to add P2 to satisfy this rate.  Therefore, P2 stamps need to be printed, meaning additional printing cost, when it is just as easy and cost effective to print P17 instead of P15 stamps.  Another waste of tax payers’ money?

A.  All we can do is hope Phlpost will do something about this.

A.  (May 19).  We just learned that all future issues will be evaluated to make sure they are rate-appropriate.  We hope this is not just talk.

Q.  Where are the appropriate stamps for the new postal rates that became effective January 2 of this year?

A.  It is bad enough NOT to have printed P2 make-up rate stamps right away (P10 + P2 for the local P12 new postal rate), but to print more unusable stamps (with P15 values) that will require additional postage to be usable (P15 + P2 for Intra-Air rate of P17) is simply uncalled for.  Having to add more stamps to make up the correct rate is a total, unnecessary and unacceptable waste of stamp printing costs! A P1 or P2 stamp costs exactly the same as a P12 or P17 stamp! So why have they not rushed the printing of P12 stamps, and instead continue to print P15 stamps?????
