JESSE M. ROBREDO, STATESMAN

Jesus "Jesse" Manalastas Robredo, (May 27, 1958 – August 18, 2012) also known as “government man” was born in Naga City, Camarines Sur. He was the third of five children of Jose Chan-Robredo, Sr. and  Marcelina Manalastas-Robredo. 

In 1988, Robredo was known as the youngest mayor in the Philippine history when he was elected Mayor of Naga City at the age of 29. During his time in city hall, Robredo was known to his law-adhering style of governance. He was able to get the people participation and stakeholdership in governance that made Naga City the premier city of Bicol Region. He was credited for transforming Naga City from being dull and lethargic to being one of the “Most Improved Cities in Asia” as cited by Asiaweek Magazine in 1999.  

In 1995, he was also elected as President of the League of Cities in the Philippines in recognition to his skills and competence as a leader. He headed the Metro Naga Development Council and served as the chairman of the Bicol’s Regional Development Council that is composed of six provinces and seven cities from 1992 to 1998. 

On July 9, 2010, he was appointed as the Secretary of the Department of the Interior and Local Government (DILG) under the Aquino administration after serving as Mayor of Naga City  for a total of 19 years.  

In the afternoon of August 18, 2012, while on his way back to Naga City after an official agency engagement in Cebu City, the Piper Aircraft carrying him crashed into the off shore of Masbate and never made it to the airport. Secretary Robredo’s body was retrieved three days after its crashed in the open sea. 

The whole nation mourned in the sudden passing of an icon of good governance and was given a state funeral. He was conferred with different posthumous awards and one of them is the most recent and the highest national recognition to be given by the Republic of the Philippines to an individual, the Quezon Service Cross. 

The Quezon Service Cross, a decoration conferred by the President of the Philippines with the concurrence of the Congress of the Philippines to Filipino citizens for exemplary service to the nation in such a manner and such degree as to add great prestige to the Republic of the Philippines, or as to contribute to the lasting benefit of its people. 

Secretary Robredo is one of the only five recipients of the award since its creation in 1946. The other four conferred with the award is the President of the UN General Assembly Carlos P. Romulo, President Emilio Aguinaldo, President Ramon Magsaysay, and Sen. Benigno S. Aquino Jr. (posthumous).
